The City's budget is available on this website. Go to the link at te left of the home page and click on Agendas, Minutes and Finacial Reports. Budgets, audits and reports are displayed for the current and past several fiscal years and may be downloaded in PDF format.
Are City expenditures tracked and approved?
Yes. The City Manager has responsiblity for managing ad implementing the budget approved by the City Council. All expenditures and revenues are tracked and reported to the Council regularly. Additionally, the City Council approves all payments.
Where can I find the City's expenditures and revenues for the most recent fiscal year?
Revenues and expenditures may be easily researched in one of two locations on the website. The Annual Budget shows budgeted expenses and revenues not only for the current fiscal year but also shows actual expenses and revenues for the prior year. The Annual audit also contains this information for eac fiscal year in the form of the City's financial satements. What is the process and when is the City's Budget prepared and approved?
The Annual Budget is prepared over a period of several months, with Department Heads working with the City Manager to determine priorities and operational needs. A series of Budget Workshops, open to the public, are then held with the City Council to obtain Council direction and approval of proposed budetary expenditures. The Tentative Budget is approved by the City Council at the first Council meeting in April and is sent to the State Department of Taxation by April 15. A Public Budget Hearing is held in May to approve the Tentaive Budget, and if there are no changes, to approve it as the Final Budget. The Final Budget must be submitted to the State Department of Taxation by June 30 each year.

The Nevada Revised Statutes and City Code limit the indebtedness of local governments, including the City of Carlin, to 20% of the assessed value of property within the entity's boundary. Currently, the assessed value within the City is in the range of $26,000,000, with an allowed maximum debt of approximately $5,000,000 (20%). The City's current debt total is $388,025, well within the debt limitation.
